The owner has developer-level experience and has independently tried multiple approaches to resolve this, all without success. The issue appears to be a lingering association on Meta's side between the WhatsApp Business number and the old integration, preventing any new tool from being linked. The ideal candidate has hands-on experience working with Meta Business Suite, WhatsApp Business API, and the Meta developer ecosystem.
